Requires state agencies and businesses to keep personal information confidential unless the individual provides written or electronic permission to disclose it.

Defines "personal information" to include name, email address, telephone number, mailing address, and social security number.

Permits state agencies to disclose personal information to other state agencies when relevant to their duties, and allows businesses to disclose information to law enforcement agencies upon lawful request.

Requires businesses to notify individual customers and state agencies to notify the public (via website or principal place of business) that individuals can request disclosure of their personal information to third parties.

Establishes penalties of $50 to $500 per violation for businesses or state agencies that violate confidentiality requirements; effective July 1, 2010.
