Establishes a Stroke Task Force within the State Department of Health consisting of 11 members including the State Health Officer, neurologists, and representatives from medical associations and organizations to improve stroke care quality.

Requires all licensed health care facilities (except pediatric, critical access, and psychiatric hospitals) and emergency medical services agencies to report stroke treatment data consistent with national guidelines to a statewide stroke database.

Directs the State Department of Health to maintain a statewide stroke database using "Get With The Guidelines Stroke" or another nationally recognized platform, and mandates annual reports to the Governor and Legislature on stroke care quality improvements starting July 1, 2011.

Protects patient confidentiality by making stroke registry data privileged and exempt from public records disclosure, while allowing statistical information to remain public.

Grants immunity from civil or criminal liability to hospitals, healthcare facilities, physicians, and data collection institutions that comply with the act, but imposes $250 penalties per violation for failing to provide required information or misusing data.
