Amends Section 21-23-3 of the Mississippi Code to increase the number of municipal judges in municipalities with populations of 10,000 or more from one to two judges.

Municipal judges must be qualified electors of the county where the municipality is located and must be attorneys at law, with salaries fixed by the municipality's governing authorities.

Allows municipalities with populations exceeding 50,000 to appoint up to six municipal judges, each exercising equal authority regardless of the presence or absence of other judges.

Permits the mayor to appoint a special prosecuting attorney when the regular prosecuting attorney has a conflict of interest or must recuse themselves from a proceeding.

Takes effect July 1, 2010.
