Merges the administrative offices of Mississippi University for Women in Columbus with Mississippi State University in Starkville, effective July 1, 2011, with the MSU President having direct supervision over the Columbus campus.

Redesignates Mississippi University for Women as "Mississippi State University - Columbus" and transfers all records, personnel, property, and appropriations to Mississippi State University.

Removes Mississippi University for Women from the list of independent state institutions of higher learning under the Board of Trustees of State Institutions of Higher Learning.

Directs the Board of Trustees to complete a comprehensive study by July 1, 2010, examining all institution programs and consolidating duplicative or cost-ineffective programs, with a report due to the 2011 legislature.

Repeals sections 37-117-3, 37-117-5, 37-117-7, 37-117-9, and 37-117-11 regarding the purpose, aims, and student selection standards for Mississippi University for Women.
