Amends qualifications for State Chemist to require a Doctor of Philosophy degree (or equivalent) from a recognized university, preferably in chemistry, biochemistry, or related disciplines, with knowledge of agricultural, industrial, or health-related fields.

Establishes State Chemist appointment by university president with Senate consent for a six-year term, with salary set by Board of Trustees and paid from laboratory or university budget.

Requires State Chemist to simultaneously hold appointment as university professor with eligibility for tenure, while performing regulatory duties and potentially teaching or directing research as time permits.

Authorizes laboratory organization into minimum four divisions: Chemical Regulatory, Petroleum Products, Industrial and Agricultural Services, and Research, with authority to establish additional divisions as needed.

Designates laboratory administrative, technical, and support personnel as employees of the Mississippi State Chemical Laboratory with university staff rights, privileges, and fringe benefits, effective July 1, 2010.
