Requires the Mississippi Department of Corrections to contract annually with a certified public accounting firm to establish and certify the state inmate cost per day for comparable state facilities.

Mandates the Joint Committee on Performance Evaluation and Expenditure Review (PEER) to contract with a certified public accounting firm beginning in fiscal year 2015 and every five years thereafter to conduct independent reviews of the Department of Corrections' annual incarceration costs.

Establishes that PEER audit results shall be used to evaluate the accuracy and reliability of cost determinations made by the Department of Corrections' contractor.

Maintains existing requirement that private incarceration contracts must demonstrate at least 10% cost savings compared to state operations, using the certified state inmate cost per day as the basis for measurement.

Takes effect July 1, 2010.
