Amends Section 23-15-611 of Mississippi Code to require municipal election commissioners to transmit a certified statement of elected persons to the Secretary of State within five (5) days after a municipal election.

Authorizes the Secretary of State to issue a show cause order if the statement is not transmitted, requiring municipal election commissioners to provide written response within five (5) working days explaining the failure.

Permits the Secretary of State to petition a court of competent jurisdiction to compel the municipal election commissioners to transmit the statement if it is not received within five (5) working days after the show cause order is issued.

Requires the certified statement to include vote totals for each candidate by office, vote totals on ballot measures, and a certification signed and dated by a majority of municipal election commissioners.

Requires submission of the act to the Attorney General of the United States or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965; becomes effective upon approval under Section 5 of the Voting Rights Act.
