Moves the runoff election date for Mississippi Levee District levee commissioner positions to three weeks after the general election.

Clarifies that the runoff election provisions do not apply to the Yazoo Mississippi Delta Levee District.

Increases the number of chancellors in the Seventh Chancery Court District from two to three, effective January 1, 2011, contingent on approval under the Voting Rights Act of 1965.

Designates the three chancery positions as Place One (elected from Subdistrict 7-1) and Places Two and Three (elected from Subdistrict 7-2).

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.
