SB 2807 Summary

• Requires all all-terrain vehicles (ATVs) and off-road vehicles (ORVs) operated in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks within 10 days of acquisition, with exemptions for temporarily visiting foreign vehicles, government vehicles, racing vehicles, and those with valid out-of-state numbers used for fewer than 60 days.

• Authorizes the Mississippi Commission on Wildlife, Fisheries and Parks to set and collect fees not to exceed $10.00 per certificate and to establish rules and regulations for the numbering system.

• Requires application information including owner details, vehicle identification, intended use, proof of ownership, and evidence that sales tax was paid; allows certificates to be renewed and replaced if lost or destroyed.

• Makes alteration, removal, defacement, or destruction of assigned ATV/ORV numbers a Class I violation subject to penalties; allows seizure and forfeiture of vehicles with removed or altered identification numbers, except for previously registered vehicles or those valued under $1,000.

• Deposits all fees into the Fisheries and Wildlife Fund to cover administrative costs of the ATV/ORV numbering program and to enhance law enforcement capabilities; effective July 1, 2010.
