Requires administrative consolidation of all school districts in any Mississippi county with 3 or more districts into no more than 2 school districts by July 1, 2012.

Establishes election of a new county board of education in November 2011 that will serve as the school board for one of the two consolidated districts and oversee the consolidation process.

Abolishes former county boards and municipal school boards upon consolidation, transferring all real and personal property to the new reorganized school districts while maintaining existing school facilities.

Authorizes the State Board of Education to administratively consolidate any school district that does not voluntarily comply with consolidation orders, with the State Board having final authority over property transfers and appeals.

Requires the State Board of Education to submit new district boundaries to the U.S. Attorney General for preclearance under the Voting Rights Act of 1965 before finalizing consolidated district lines.
