Removes obsolete language from Mississippi gaming law referring to the State Tax Commission's time-limited authority before October 1, 1993, transferring all gaming regulation authority to the Mississippi Gaming Commission.

Clarifies that gaming licensees are authorized to conduct race book activities (accepting wagers on pari-mutuel horse racing outcomes) under existing provisions of the Gaming Control Act, notwithstanding any prior commission conclusions or court decisions suggesting otherwise.

Requires the Mississippi Gaming Commission to adopt regulations prescribing the manner in which licensees may conduct gaming activities authorized under the chapter, including race books and sports pools.

Updates definitions in the Gaming Control Act, including "gaming," "game," "regulation," and related terms, to reflect current regulatory authority and clarify that gaming activities must be legal under state law.

Effective July 1, 2010.
