Establishes a county court for Pearl River County with one county judge to relieve crowded dockets in courts and youth court.

County court judge may be divided into civil, equity, criminal, and youth court divisions at the judge's discretion.

Initial county judge elected in November 2010 with term beginning January 2011; subsequent judges elected under standard county judge procedures.

Pearl River County Board of Supervisors authorized to appropriate funds from general fund for judge, clerks, reporters, officers, and youth court division expenses.

Requires Attorney General submission to federal authorities under Voting Rights Act of 1965 before act takes effect.
