Amends Section 57-39-111 of the Mississippi Code to require state agencies to submit detailed energy management plans to the Mississippi Development Authority.

Energy management plans must describe specific measures to reduce agency energy consumption by energy unit measure and include a timetable for achieving reduction goals.

Mississippi Development Authority must approve or disapprove submitted plans in writing, with disapproval notices including reasons for rejection.

Authority must notify the Legislative Budget Office by January 1, 2011 of any agencies failing to submit an approved energy management plan.

Each state agency must report progress toward meeting its energy management plan goals to the Legislative Budget Office by September 1, 2011.
