Establishes the "Municipal Historical Hamlet Act" to allow historical small communities to organize community activities and improve infrastructure.

Defines a "municipal historical hamlet" as a former city, town, or village with fewer than 600 inhabitants that lost its charter before 1945.

Grants hamlets powers to designate county courthouses as meeting places, establish historical districts, and apply for grants to improve infrastructure including small municipality grant programs.

Requires inhabitants to file a petition with the county chancery clerk that references the former municipal corporation, suspension date, desired hamlet name, and population from the most recent census.

Prohibits taxes or fees on municipal historical hamlets and prevents their creation in incorporated areas; takes effect July 1, 2010.
