Authorizes the Department of Finance and Administration to sell or lease the Robert E. Lee Building located at 239 North Lamar Street in Jackson, Hinds County, Mississippi, after consulting with the Public Property Committee chairmen of both chambers.

Property consists of two parcels (Parcel A: 0.861 acres; Parcel B: 0.851 acres) plus an easement (0.098 acres), with a long-term lease (up to 30 years) for parking garage access included in any conveyance.

Retains state rights to repurchase the property if it is abandoned or not used for intended purposes, maintains all mineral rights, and allows for historic preservation easements.

Proceeds from any sale shall be deposited into the State General Fund.

Provisions expire September 1, 2011, but any contracts or leases executed before that date remain in effect through their expiration dates.
