Permits the Oakley Training School to be downsized or reorganized as a secure training school for juvenile delinquents.

Exempts the Department of Human Services from State Personnel Board rules for one year regarding hiring, terminating, promoting, reclassifying, reallocating and realigning of employees and job positions during downsizing or reorganization.

Directs juveniles no longer committed to state training institutions to be placed in regional, community, home-based and other adolescent offender programs and facilities.

Authorizes the Department of Human Services to retain, sell, transfer or lease all or part of Columbia Training School and Oakley Training School properties and facilities to public or private entities for any appropriate purpose.
