Amends the paid educational leave program for health care professionals at state health institutions to allow applicants who declare intention to work at such institutions to apply, in addition to current employees.

Recipients receive compensation at the nurse's aide rate during school but must pay their own tuition and books, and do not accrue personal or medical leave while on educational leave.

Recipients must work in their health care profession at the same state health institution for a period equivalent to their leave duration (minimum two years) or face repayment obligations plus 10% annual interest and $5,000 liquidated damages.

Establishes procedures for default determination including notice, hearings where recipients may appear with counsel, and allows license revocation for contract violations; revoked licenses may be reinstated upon proof the recipient is no longer in default.

Takes effect July 1, 2010.
