Authorizes the Mississippi Department of Archives and History to use remaining funds from a $250,000 appropriation originally made in 1995 and 2002 for restoring the Mississippi Monument at Vicksburg National Military Park

Permits the Department to enter into an agreement with the National Park Service to place remaining funds in an interest-bearing Maintenance Escrow Account

Expands allowable uses of the funds beyond the original Mississippi Monument to include restoring and replacing monuments, markers, and tablets at Vicksburg National Military Park or other landmarks within the City of Vicksburg

Requires approval and direction from both the National Park Service and the Friends of Vicksburg National Military Park and Campaign before distributing escrow funds
