Amends Mississippi Code Section 25-3-31 to reduce the Governor's annual salary from $109,000.00 to an unspecified lower amount until January 1, 2012.

Establishes the Governor's salary at $122,160.00 effective January 1, 2012 and thereafter.

Maintains salaries for other elected state officers including Attorney General ($108,960.00), Secretary of State, Treasurer, and Auditor at $90,000.00, and Transportation and Public Service Commissioners at $78,000.00.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965.

Takes effect on the later of the Voting Rights Act approval date or July 1, 2010.
