Authorizes public improvement districts to acquire, purchase, construct, improve, lease and sell assessable improvements without the necessity of public bidding procedures.

Requires public improvement districts to obtain a performance bond payable to and in favor of the district in connection with such improvements.

Exempts activities of public improvement districts described in Section 19-31-17(2) from the public bidding requirements in Section 31-7-7 et seq.

Effective date: July 1, 2010.
