Amends Section 37-33-157 of the Mississippi Code to authorize the State Department of Rehabilitation Services to conduct criminal record background checks on employees, volunteers, contractual workers, and independent contractors.

Requires fingerprinting and checks of child abuse registries, sex offender registries, and vulnerable adult/neglect registries for covered personnel.

Permits the Department to use background check results for employment decisions and service provision to consumers.

Provides liability exemption for the Department, its agents, officers, employees, attorneys, and representatives for findings, recommendations, or actions taken under this authority.

Takes effect July 1, 2010.
