Establishes requirements for surety bonds or cash deposits by school applicants, with bond amounts to be prescribed by the Commission on Proprietary School and College Registration.

Creates a permit system for proprietary school agents, requiring separate permits for each school represented and establishing permit fees, renewal requirements, surety bonds, and grounds for permit revocation based on fraud, misrepresentation, or lack of good moral character.

Effective date: July 1, 2010.
