Requires all persons receiving Temporary Assistance to Needy Families (TANF) benefits to submit to random drug testing administered by the Mississippi Crime Laboratory or an approved laboratory to detect unlawful drugs.

Makes TANF recipients ineligible for benefits for one year if they test positive for any unlawful drug or refuse to submit to a random drug test.

Requires the State Department of Human Services, Bureau of Narcotics, and State Board of Health to establish and administer the testing program with funding from legislative appropriations.

Implementation contingent upon the state receiving all necessary federal waivers from the United States Department of Health and Human Services.

Amends Mississippi Code sections 43-17-1 and 43-17-5 to add drug testing as a condition of TANF eligibility; takes effect July 1, 2010.
