Authorizes the Division of Medicaid to implement Ambulatory Payment Classification (APC) reimbursement methodology for outpatient hospital costs.

Allows reimbursement for more than two innovator multiple source drugs when the single source or innovator drug costs less than the generic equivalent.

Locks in provider rates at 1999 levels and freezes nonstate owned nursing facility rates at December 31, 2009 levels, prohibiting increases without legislative authorization.

Revises managed care program enrollment cap from unlimited to a maximum of 25% of all Medicaid beneficiaries, with annual 30-day disenrollment windows.

Effective July 1, 2010; section repeals July 1, 2012.
