Allows retired law enforcement officers to obtain certification from the Mississippi Association of Chiefs of Police to carry concealed weapons under the federal Law Enforcement Officers Safety Act of 2004 if their former agency does not provide certification or they do not live near that agency.

Removes the prohibition against carrying concealed weapons in parks from Mississippi Code Section 45-9-101.

Exempts honorably retired law enforcement officers from concealed carry license fees ($100 initial, $50 renewal).

Maintains existing concealed carry permit requirements and restrictions, including prohibited locations such as courthouses, schools, airports, churches, and establishments serving alcohol.

Effective date of July 1, 2010.
