Requires each state agency to prepare and implement a policy for managing and selling surplus computer and electronic equipment, with hard drives degassed and cleared within 90 days of replacement.

Establishes a tiered sales process allowing primary equipment users first opportunity to purchase within 30 days, followed by other agency employees at 45 days, with equipment priced at least 10% above depreciated value for employees and 5% above for public schools.

Permits agencies to maintain back stock not exceeding 10% of employee computers for parts harvesting, and allows unsold equipment to be donated to public schools or transferred to the Office of Surplus Property for sale, auction, or recycling.

Creates the Computer and Electronic Recycling Fund to be administered by the Department of Environmental Quality, funded by 25% of sales proceeds, to support market research, grants, and statewide recycling contracts.

Directs the Department of Environmental Quality to study long-term disposal solutions and establish rules banning computer and electronic equipment from Mississippi landfills, effective no sooner than January 1, 2012.
