Department of Environmental Quality must annually create an inventory of greenhouse gas emissions from all sources in Mississippi, including transportation, electricity generation, industrial, commercial, mineral, natural resources, agricultural and domestic sectors.

Department shall establish a baseline of greenhouse gas emissions to project future emissions in the state without government intervention.

Inventory and baseline must be presented to the Governor and Legislature every three years.

Department must create a voluntary greenhouse gas registry within 90 days allowing businesses, governments, institutions and other entities to record emission reductions or avoided emissions achieved without government regulation.

Registry information must be published on a publicly accessible Internet site showing current registrants and their emission reductions and avoidances; effective July 1, 2010.
