County registrars must maintain a list of persons age 65 or older who receive absentee ballots and express written desire to receive ballots for future elections

Sixty days before each election, registrars must submit the list to county election commissioners to verify electors are still qualified, with commissioners returning the purged list within 45 days

Registrars must send absentee ballots to all qualified persons on the purged list no later than 40 days before the election

Mississippi Attorney General must submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965

The act becomes effective upon approval under Section 5 of the Voting Rights Act of 1965
