Requires registrars to deliver all absentee ballots received by 5:00 p.m. on the day before the election to appropriate election officials by 9:00 p.m. on election day.

Mandates registrars prepare a list of registered voters in each precinct who cast absentee ballots and deliver it to election managers before polls open; election managers must note which listed voters appear in person and return the list by 9:00 p.m. on election day.

Requires election officials to reject absentee ballots from voters who also voted in person on election day.

Establishes that election officials must examine absentee ballot envelopes and ballots at a public meeting by 9:00 a.m. on election day (for direct recording electronic systems) or by 9:00 p.m. after polls close (for other systems).

Specifies that counted absentee ballots must be added to precinct totals before votes are certified; applies to both paper ballot systems and electronic voting machines.
