Allows any qualified elector to vote by absentee ballot for any reason, removing previous restrictions based on specific circumstances.

Amends the absentee ballot application form to include "desire to vote by absentee ballot" as a standalone reason for voting absentee without requiring other justifications.

Requires all registrars' offices to remain open from 7:00 a.m. to 7:00 p.m. on the three Saturdays immediately prior to each election.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.

Effective date contingent upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
