Appropriates $1,000,000 from the Health Care Expendable Fund to the Department of Finance and Administration for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Funds designated for supplemental health insurance for state law enforcement officers including highway patrolmen, conservation officers, and other state-employed law enforcement who voluntarily participate in optional supplemental health insurance programs.

Directs the Insurance Division of the Department of Finance and Administration to establish guidelines for allocating the appropriated funds among eligible participating law enforcement officers.

Payments authorized through State Treasurer warrants issued by the State Fiscal Officer upon proper requisition.

Effective July 1, 2010.
