Creates "Regional Alternative School Pilot Program (R.A.S.P.)" under the Division of Youth Services of the Department of Human Services as an interdiction/boot camp style residential program for grades 9-12 students unsuitable for local alternative school programs.

Program shall be located in a properly licensed residential facility in Noxubee County or an adjacent county, with the Division of Youth Services implementing and administering the program and promulgating rules and regulations.

Participation is voluntary and youth court judges may refer children to the program when appropriate, but no court may sentence a child to participate.

Division of Youth Services may award adult high school diplomas to participants meeting State Board of Education graduation requirements, or special certificates of attendance for those not meeting academic requirements.

Department of Human Services may accept federal, public, private, and legislative appropriated funds to defray program expenses; effective July 1, 2010.
