Creates a procedure allowing utility providers (municipalities, counties, water authorities, rural electric associations, and similar entities) to refuse service to customers with undisputed delinquent accounts if they move and apply for service from another provider in Mississippi.

Defines "delinquent" as an account unpaid for at least 30 days past the due date, and "undisputed" as an account with no contested amount that is properly due and owed.

Requires current providers to notify customers of delinquencies from previous providers and refuse service until the delinquent amount is paid or proof of cure is provided.

Exempts disputed delinquencies from this procedure unless reduced to a final court judgment.

Repeals Section 17-25-13 of the Mississippi Code of 1972 as duplicative and takes effect July 1, 2010.
