Amends Section 57-80-5 of the Mississippi Code to revise the definition of "eligible supervisors district" under the Growth and Prosperity Act.

Expands eligibility to include supervisors districts where 30% or more of the population is at or below the federal poverty level according to the latest official United States Census Bureau data.

Previously, eligibility was limited to districts using only June 30, 2000 census data or 1990 census poverty rates (with the latter prohibited after December 31, 2002); now allows use of the most recent available Census Bureau poverty data.

Maintains existing requirements that eligible districts must be contiguous to counties meeting specified criteria and located in a county with a certificate of public convenience and necessity.

Takes effect upon passage.
