Establishes the Mississippi Health Information Exchange (M-HIN) as a public-private partnership governed by a board of 12-20 members appointed by the Governor, hospital and medical associations, health information management association, and state agencies.

Authorizes the M-HIN board to employ an executive director, adopt rules and regulations, establish dispute resolution processes, and enter into contracts to promote statewide health information exchange among hospitals, physicians, payers, pharmacies, and other health care entities.

Grants board members and M-HIN employees immunity from suit for actions undertaken in good faith, and exempts the M-HIN from healthcare provider liability claims and antitrust liability based on membership participation.

Protects patient health information from disclosure except with patient consent or per HIPAA regulations; exempts M-HIN data from Freedom of Information Act, Mississippi Open Records Act, and subpoena, though information from original sources remains discoverable.

Allows M-HIN to accept grants, donations, and charge fees for services, with revenue deposited in a special state treasury fund; providers retain property rights in submitted data but grant other participants nonexclusive licenses to retrieve and use it per board rules.
