Requires operators of interactive computer services and internet service providers to establish policies requiring information content providers posting on public forums to be identified by legal name and address or register with the operator.

Mandates operators and providers maintain procedures allowing persons to request and obtain disclosure of legal names and addresses of information content providers who post false or defamatory information about them on public forum websites.

Makes operators and providers liable for compensatory and punitive damages, costs of suit, attorney's fees, investigation costs, and litigation expenses if false or defamatory messages originate from information content providers posting on their platforms.

Effective July 1, 2010.
