Grants the Mississippi Motor Vehicle Commission authority to enforce provisions governing the return of vehicle inventory, parts, equipment, tools, and signs when disputes arise between new motor vehicle dealers and manufacturers/distributors upon franchise termination or nonrenewal

Requires new motor vehicle dealers to return property to the manufacturer or distributor within 90 days of the effective date of franchise termination or nonrenewal

Requires manufacturers or distributors to repurchase and remit payment within 60 days of tender for new unsold vehicle inventory (current or prior model year), new unused parts at current catalog prices plus 5% for packing/return costs, and special tools and signage at fair market value

Dealer must provide evidence of good clear title upon return of inventory, and any payment owed is subject to offset of obligations the dealer owes to the manufacturer

Effective date of July 1, 2010; provisions do not apply to motor homes
