Authorizes counties and municipalities to apply for a 10th round of fire trucks under the Rural Fire Truck Acquisition Assistance Program, with eligible counties receiving up to $580,000 total ($50,000 per truck for first 6 trucks, $70,000 per truck for trucks 7-10).

Establishes tiered eligibility based on previous fire truck acquisitions, allowing counties that have received 1-9 trucks to apply for additional trucks with proportionally reduced total funding amounts.

Changes the voting requirement for fire protection district boards to reduce district boundaries when area is annexed by a municipality from unanimous vote to majority vote.

Requires counties and municipalities to pledge local matching funds equal to at least 10% of requested amounts over a period not to exceed 10 years to remain eligible for assistance.

Takes effect July 1, 2010.
