Amends Section 49-15-46 of the Mississippi Code to authorize the Commission on Marine Resources to transfer an oyster vessel license to a different vessel if the same person owns both vessels.

Establishes annual oyster vessel license fees ranging from $50 for in-state hand/tong vessels to $200 for out-of-state dredging vessels.

Requires all commercially harvested oysters to be tagged with catcher's name, date, origin, and shell stock dealer information maintained by the department.

Establishes a recreational oyster permit fee of $10 annually with a catch limit of three sacks per week for personal use only.

Implements shell retention fees of 15 cents per sack for harvesters and dealers, with additional 50 cents per sack for oysters transported out of state; revenue directed to oyster production and planting programs.
