Amends Section 25-61-5 of Mississippi Code to revise the maximum waiting period for public bodies to produce records under open records requests from an unspecified period to three (3) working days from receipt of the request.

Requires public bodies unable to produce records within three working days to provide written explanation stating the record will be produced and specifying why it cannot meet the three-day deadline.

Establishes a maximum extension period of seven (7) working days from receipt of the original request, beyond which public bodies cannot delay production of requested records.

Requires denials of public records requests to be in writing and specify the particular exemption relied upon for the denial.

Takes effect July 1, 2010.
