Extends emergency 911 telecommunications service charge provisions through July 1, 2014, and authorizes collection of $1.00 per month fee on Voice over Internet Protocol (VoIP) subscriber accounts in addition to existing residential and commercial telephone line fees

Establishes a $1.00 prepaid wireless E911 charge per retail transaction, collected by sellers and remitted to the Mississippi Department of Revenue, which then distributes funds to the Commercial Mobile Radio Service (CMRS) Board

Expands the CMRS Board from seven to eight members by adding a representative from the Mississippi Association of Supervisors

Extends liability protections under the Mississippi Tort Claims Act to VoIP service suppliers, in addition to existing protections for traditional and wireless 911 service providers

Requires certified telecommunicators to complete 48 hours of continuing education every three years, with reimbursement provided by the Board of Emergency Telecommunications Standards and Training
