Creates a Joint Legislative Study Committee to examine the feasibility of offering income tax credits to private developers who construct recreational trails and recreational facilities as part of their development projects.

Committee comprises eight members: the Chairmen of the Senate Finance Committee and House Ways and Means Committee (serving as co-chairs), three senators appointed by the Lieutenant Governor, and three representatives appointed by the Speaker of the House.

Requires committee appointments within 30 days of the bill's effective date, with a majority of members constituting a quorum and requiring affirmative votes from a majority of each house for rules, resolutions, and reports.

Committee members receive per diem and expenses from their respective house contingent funds when the Legislature is not in session, with limited exceptions during recesses and special sessions.

Committee must submit findings and recommendations to the Legislature by December 1, 2010, at which time the committee dissolves.
