Amends Section 41-7-191 of Mississippi Code to allow all 40 beds in a psychiatric residential treatment facility in DeSoto County to participate in Medicaid, eliminating the previous restriction limiting Medicaid participation to 15 beds.

Allows up to 52 acute child/adolescent psychiatric beds in a hospital in DeSoto County to be certified for Medicaid participation, removing prior restrictions on Medicaid reimbursement for these beds.

Voids any existing statutory restrictions, certificate of need conditions, or written agreements that limited Medicaid participation for the psychiatric residential treatment facility and acute child/adolescent psychiatric beds in DeSoto County.

Permits facilities to expand Medicaid certification by providing written notice to the State Department of Health and Division of Medicaid without requiring additional certificate of need approval.

Prohibits the State Department of Health from revoking licenses based on full Medicaid participation by these DeSoto County facilities and removes restrictions on Medicaid participation for any subsequent owners.
