MS SB2950

Expands the Juvenile Detention Facilities Monitoring Unit within the Department of Public Safety to investigate and inspect group homes (serving as dispositional placements for delinquent youth) in addition to detention centers and training schools.

Requires all monitors to be employees of the Department of Public Safety and authorizes them to review procedures, records, and conduct quarterly facility visits with access to confidential interviews and court documents.

Mandates the unit to review and investigate complaints concerning children's treatment and provide technical assistance to facilities for compliance with state and federal law.

Requires the unit to submit quarterly reports to the Governor, Lieutenant Governor, Legislature members, and county boards of supervisors detailing monitoring work, investigation results, allegations of abuse or injury, and administrative problems while maintaining confidentiality of children, parents, and employees.

Establishes that all communications with monitors remain confidential and privileged, with reporter identities kept confidential, though youth courts and facilities retain access to records.

Takes effect July 1, 2010.
