Enacts the "Momentum Mississippi Act of 2010" and establishes the Momentum Mississippi Board as an advisory board within the Mississippi Development Authority to improve economic development planning.

Creates a Momentum Mississippi Board composed of the Mississippi Economic Council President, State Treasurer, Governor's Special Assistant for Economic Development, Mississippi Development Authority Executive Director, and eight business representatives appointed by the Governor with staggered four-year terms.

Grants the Momentum Mississippi Board authority to set qualifications for the Executive Director of the Mississippi Development Authority, conduct a nationwide search, and submit three candidates to the Governor for Senate-confirmed appointment.

Requires the Mississippi Development Authority to prepare and annually update a comprehensive five-part long-range economic development plan addressing goals, competitive advantages, trends, tax impacts, workforce analysis, minority business assessment, implementation monitoring, and legislative recommendations.

Mandates the Momentum Mississippi Board present status reports to the Joint Legislative Budget Committee at least three times annually beginning September 2010, with the first complete economic development plan due by December 1, 2010.
