Amends Section 19-3-42 of the Mississippi Code to authorize county boards of supervisors to grade, gravel, shell, repair, and maintain private roads or driveways used as turnarounds by Head Start program buses in addition to school buses.

Requires boards of supervisors to record in official minutes the written request from the school board or local Head Start administrator before performing maintenance work on private roads or driveways.

Requires the written request to include a current list of all active bus turnarounds in use or contemplated for use during the school year, with board approval valid for no longer than one year.

Mandates that boards of supervisors also record the specific location of the road or driveway and the name of the owner before engaging in any maintenance work.
