Divides the Tenth Circuit Court District into two subdistricts effective January 1, 2011: Subdistrict 10-1 includes Clarke County, Wayne County, and 31 specified precincts in Lauderdale County; Subdistrict 10-2 includes Kemper County and 21 specified precincts in Lauderdale County.

Increases the number of circuit court judges in the Tenth Circuit District from two to three judges, with two judges elected from Subdistrict 10-1 (designated as Place One and Place Two) and one judge elected from Subdistrict 10-2 (designated as Place Three).

Establishes that candidates for 2010 judicial elections must qualify no later than 45 days before the November 2010 regular election.

Allows candidates to run for the new judgeships in the judicial election prior to the commencement of the initial term of the judgeship.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance, with the act taking effect upon approval under Section 5 of the Voting Rights Act of 1965.
