Expands the Mississippi Sesquicentennial of the American Civil War Commission from its original membership to 20 members

Adds six new positions representing African-American historical perspectives: a representative of the First Mississippi Volunteer Infantry (African descent), the State President of the NAACP, two representatives from historically black colleges and universities, and a representative from a black historical society or museum

Commission was established to commemorate Mississippi's participation in the Civil War from April 1861-April 1865, with responsibilities including educational programs, Civil War trail development, and technical/financial assistance to local organizations

Commission authorized to hire an executive director and staff, accept public and private funds, and enter contracts through its expiration date of July 1, 2015
