Raises maximum per diem days for counties with less than 15,000 residents from 50 to 65 days, and increases limits proportionally for all larger county categories, with the largest counties (275,000+ residents) allowed up to 255 days annually.

Adds 15-105 additional per diem days (depending on county size) for each election beyond the first one occurring in a calendar year.

Requires election commissioners to complete a standardized per diem claim form signed under oath, detailing hours worked and compensation requested, to be filed with the county board of supervisors clerk before payment.

Provides dispute resolution procedures allowing any person to contest certification accuracy, with successful contestors entitled to recover expenses and attorney's fees from the commissioner and county.
