Establishes tuition waiver for Mississippi residents age 65 or over at state institutions of higher learning and public community colleges, administered through the Mississippi Resident Tuition Assistance Grant Program (MTAG).

Waiver covers full cost of tuition only for courses of study offered as of July 1, 2010; seniors age 65+ do not need to meet minimum grade point average or income requirements required of traditional students.

Eligible seniors age 65+ must be Mississippi residents but are not subject to continuous enrollment requirements, minimum GPA maintenance (2.5), or academic progress standards required for traditional grant recipients.

Award is limited to one certificate or degree program per institution and cannot be combined with other financial aid to exceed the total cost of attendance.

Takes effect July 1, 2010.
